Job Description

Cascade Management is seeking our next Affordable Housing Compliance Specialist III. This is the third level in a three?level series. The Specialist 3 maintains and ensures compliance with all affordable housing program operations and required quarterly and annual reports. This position manages and maintains an affordable housing portfolio in accordance with Cascade Management, Inc. policies and procedures regarding Fair Housing, tenant selection, and regulatory procedures. The role resolves the most difficult compliance issues with broad potential impact and has the discretion to decide sanctions and instances of non?compliance not clearly defined in policy or regulation. The complexities of regulatory issues, coordination of compliance programs, or policy development distinguish this class from Compliance Specialist 1 and 2. In addition, this position supports the Compliance Manager on a variety of tasks and projects in addition to the portfolio workload.

Responsibilities


  • Manage and maintain assigned affordable housing portfolio including: tenant file reviews, audits, onsite file reviews, track and complete certifications, transmit property rental assistance into MINC/TRACS programs, and input tenant certifications into Property Management Software.
  • Provide technical advice to managers, staff, or outside organizations on program regulations or guidelines.
  • Collaborate with Compliance Manager and Development Department to design, develop, identify and provide compliance training for employees and client groups on policy, procedures and regulations; prepare and deliver oral and written policy explanations.
  • Establish and maintain effective working relationships with people from varying backgrounds, roles, and departments.
  • Mentor, train and assess Compliance 2 position employees.
  • Assist the Compliance Manager in correcting regulatory staff deficiencies in work performance.
  • Track certification corrections; research and answer Fair Housing/Equal Opportunity questions brought forth by property or tenant.
  • Support the Compliance Manager on standards, procedures, goals, objectives and action plans; identify areas of weakness, non?compliance and needed changes due to legislation.
  • Review program records for compliance to policy, rules, or other requirements.
  • Research laws, case precedents, and legislative intent to recommend policy direction and guide others to compliance.
  • Act as liaison with clients and agencies regarding affordable compliance operations and regulations to ensure program compliance; consult with regulated entities to identify problem areas and improve conditions.
  • Provide day?to?day guidance on program compliance certification, outstanding issues and correct policy and procedures to Community Managers and Assistant Community Managers.
  • Notify Community Managers and Portfolio Managers on a monthly basis regarding certification status in a timely manner.
  • Interpret and apply all new affordable housing program publications, policies, and procedures.
  • Maintain, establish and submit all quarterly and annual reporting due on all assigned properties in a timely manner to the Compliance Manager, Property Manager or agency.
  • Coordinate HUD EIV submission system responsibilities as applicable.
  • Collect property data to create and fulfill project?specific coversheets for Boston Post setup.
  • Uphold Cascade Managements Service Model in all forms of communication to create a positive and productive work environment (Friendly, Helpful, Knowledgeable, Respectful, and Responsive).
  • Maintain regular and reliable attendance during scheduled hours.


Qualifications
  • Education and/or Experience: Associate's degree (A.A.), business related degree or equivalent from a two?year college or technical school; or 5+ years related experience and/or training; or equivalent combination of education and experience for a total of 5+ years.
  • Valid Drivers License and insurance required.
  • Mathematical Skills: Ability to perform arithmetic operations, interpret rates, ratios, percentages, and graphs.
  • Reasoning Ability: Ability to solve practical problems and interpret instructions furnished in written, oral, diagram, or schedule form.
